Tom Silliman Describes an RF Exposure Plan on the Empire State Building

The following was written in response to a query (CGC #567) about RF Exposure to workers shown in a
photo of antenna work on the Empire State Building (CGC #566):


The work that we were doing on the Empire State Building when that photo was taken was maintenance on the FM Master Antenna.

We were tightening the feed arm attachments on the eight elements and inspecting the balun circuit on each element. The work was done with an rf exposure plan that included lock out/tag outs for the FM users of the facility.  Further, we had a formal shut down plan for all the tower users that was monitored by an engineer who was on site during the work.

At an earlier date, measurements were made by myself and Bob Tarsio using a Narda model 8718B rf exposure meter, and the shut down procedure that was in place during the work on the building was based on these measurements.  The formal shut down plan with measurement reports is on file with the management of the Empire State Building.

As well as being a qualified climber, I am also a registered electrical professional engineer in Indiana, Maryland, and Minnesota.
